Doctoral Candidate Phattra Marbang is a doctoral candidate at the Department of Sociology, UGA. Her research aligns at the intersection of international education and immigration policy. Her dissertation project studies the relationship between the federal government’s monitoring system and international education initiatives at universities nationwide, focusing on how experts who work with the Student and Exchange Visitor Information System (SEVIS) navigate competing objectives, such as the advancement of research and academic achievement vs. national security. Theoretically, she moves beyond a uniform practice of student visa implementation to better understand the role of street-level bureaucrats’ responsibilities and use of discretion.
